The Office of Administration has taken great strides to continuously improve upon daily activities and functions to achieve its mission. Many goals have already been accomplished:

New HUD Childcare Center

Through the General Services Administration, a new childcare center was completed at HUD Headquarters. The new state-of-the-art facility accommodates 76 children, nearly twice as many children as the previous center, covering age groups ranging from infants to four year-olds. The center provides a safe and convenient environment for the children of HUD Headquarters employees and surrounding federal agencies. The facility was designed with an inviting entrance lobby, six age-appropriate classrooms, staff offices, warming kitchen, multiple direct exits, natural light, and infant programs. The new center is located at ground level on the southwest corner of the building.

HUD Strategic Human Capital Management Plan

The HUD Strategic Human Capital Management Plan (HCMP) was completed by Office of Administration representatives in March 2003 and distributed to the Office of Personnel Management (OPM) and HUD principal staff. The HCMP addresses the looming concern over the number of retirement-eligible employees. These retirements pose a significant threat to HUD's operations. In response to this concern, a priority initiative is to develop and maintain a workforce where our employees are recognized for their professional leadership, management, and technical competency.

New Supervisors Training Program

In FY07, HUD re-instituted a mandatory course for all new supervisors serving in their one-year probationary period.  This five-day course provides new supervisors with human resource management procedures, techniques, tools, and contacts that will enable them to effectively perform their supervisory duties consistent with HUD and federal government policies and regulations.  The course covers the following topics: Basic Supervision and Employee Training and Develop; Pay Administration, Time and Attendance, and Leave Management; Position Management and Classification, Staffing and Recruitment; Special Employment and Employee Assistance Programs; Performance Management, Recognition and Awards; HIHIRTS System Functions; Labor Management Relations and Employee Relations; Drug Free Workplace and Occupational Safety and Health Programs; Unemployment and Injury Compensation; Standards of Conduct and Waste, Fraud, and Mismanagement Reporting; and the Equal Employment Opportunity Complaint Process.

Continuity of Operations Plan (COOP)

OSEP developed a Continuity of Operations Plan (COOP) to ensure that HUD's essential functions can be maintained during an emergency. Planned activities are to conduct four COOP emergency relocation group recall tests and one training deployment of selected elements of the COOP to their emergency relocation site annually.

Environmental Strategic Plan

The Office of Administrative and Management Services completed HUD's first ever Five-Year Environmental Strategic Plan. The plan addresses how HUD will improve and enhance the environment by promoting: (1) waste prevention, (2) recycling, and (3) the acquisition of environmentally preferable products and services.
